PASC UK does not believe that it’s possible to lobby the Welsh Government on a no change basis. We also do not believe that the currently legal loophole, to flip from Council Tax to Business Rates with a low threshold of days let (just 70 days in Wales or 19% of all available days) will continue in Wales, or England or Scotland for that matter. No other single issue in the second homes issue across the whole country inflames public opinion more than owners flipping out of paying anything. One of the main questions that we are asking is what number of days to be recognised as a business would you accept?
